- Valuation and the Management of Real Estate
"FIG Commission
9 is focusing on the economic strand of surveying and
specifically the valuation/appraisal of real estate. Commission
9 also looks at compulsory acquisition, sustainable land and
property taxation, new technology such as AVMs, informal land
markets, new sectors such as natural-ecosystem value and
international standards such ILMS and IVSC valuation standards
and methodology. Commission 9 is also engaged with numerous
agencies such as World Bank, UN FAO, GLTN, and IFC. "

Commission 9 part of Commonweath
Institute event in the UK
FIG
Commission 9 Vice Chair, James Kavanagh,
attended a Commonwealth Institute evening event in
May 2025 at Lancaster House in London, UK, to
welcome the seventh Commonwealth Secretary-General,
the Hon Shirley Ayorkor Botchwey.
James
Kavanagh is the Secretary General of
CASLE(Commonwealth Association of
Surveying and Land Economy) and a Member of the Royal Institution
of Chartered Surveyors (MRICS).
Among the
prominent guests were the Rt Hon David Lammy,
Foreign Secretary UK, as well as other government
ministers and senior
officials from across the Commonwealth. The
Secretary-General also acknowledged the presence of
the traditional ruler of the Akwamu people of Ghana.
CASLE was
just one of over 70+ Commonwealth Accredited
Organisations at the event.
James Kavanagh was really struck by the energy
and youth in the room: “The Commonwealth is
increasingly important in a polarised world and a
key development and knowledge sharing bridge between
the global north and south. RICS (Royal
Institution of Chartered Surveyors) can do much more to leverage
its historic Commonwealth links by supporting our
CASLE engagement.”
Each member association has the right to
nominate a delegate to each of the ten technical
commissions. In addition Affiliates, Academic
Members and Corporate Members are welcome to nominate a
correspondent to each commission.

Achievements
This work promotes the careful consideration
of a transparent, fair, fast and relatively
cost efficient real estate taxation system
that could be applied successfully in some
developing and transitional economies.
